How do we hold powers accountable in situations where power is based on information asymmetries?

CameraThis is a question I was pondering last week after reading two very different novels, one about drone warfare, one about cyber warfare, both of which pointed to the collapse of democracy in the information age.

In an age where warfare is becoming increasingly anonymous and preventative surveilance increasingly ubiquitous, how can populations hold their own governments accountable without undermining the very basis of their governance? Or is inevitable that in an information age, covert power will inevitably outflank overt power, leading to new, less democratic forms of governance?
